電子入札でファイル添付できない

症状：電子入札サイトでファイルが添付できないとのこと。

調べてみたところ、サイト側がIE8へ対応していないのに
ブラウザがIE8へ自動更新されていたことが原因でした。

ロールバックしてIE7に戻し、対応しました。
